A new portal for web services and resources

Formerly classified in separate pages, information related to web services at EPFL has been merged to a new portal.
This was one of the most frequent remarks of a study conducted on the ergonomics of the Services and Resources section: pages about web services at EPFL were poorly organized. Many employees were confused when looking for information.
Contents that were mainly under "IT services & resources" and "Communication" have now been merged. On our new "Website" entry, you can now easily find support, training and help offers, as well as the latest news.

We also updated help sections for Wordpress, people, news and memento. Translations into English of the latter two are in progress. Web editorial guidelines and web graphic charter will also be updated soon.
